EA, Infinity Ward, and some of Sony's first party studios are infamous for doing it.

Knowing they only had one shot at making the game good, developers on the older systems put forth a better effort to make sure the game functioned as it should. NCAA and Madden are two really good examples of this, and so is Medal of Honor, Rainbow Six, and the SOCOM series. All of those series lack a good bit compared to the games on the past generation of consoles.
On the old systems, games were re-released with fixes at some point after the initial release all the time. You just didn't know about it.

That meant that if you bought a game on release day there was a good chance that it would have a bug that would be fixed later but you'd be stuck with it while it'd be fixed for those who bought the games as few months later.

Believe it, or not.
