Sony has announced at their E3 Press Conference that the PlayStation 4 supports the use of used games. The system won't have any sort of online authentication. You can trade in games to retailers, lend games to friends and sell the games yourself.
Sony also announced that the PlayStation Plus membership carries over to the PlayStation 4.

The most disappointing reveal of Sony’s E3 was that you’ll have to subscribe to PlayStation Plus to play online on PS4, but now we can confirm that at least you only have to have one subscriber on your PS4 for everyone to play online.
If you share your console and have multiple accounts, each one will not have to subscribe to play online, Shuhei Yoshida confirmed on Twitter. Just one account must subscribe.

And I guess for me it's not disappointing because it's a huge value anyways. If it makes online better as a result, then it's a bonus.
Another good thing to come of this, before the PS4 announcement, there were NEVER any PS+ sales. Already there is one at Best Buy for $40. I'm good until November 2014, so I don't think I'm going to chase deals unless they become $30.

If you want to play online, yes. It's like XBox Gold account. Though with the PS+, you'll still get free games, etc. that you do now.
