I don't think anything changed. As said back in February, they won't require any DRM. As of today and now officially, they still wont require it. But again, that does not mean that publishers can't implement their own thing.
I think Sony did what any company would. They saw their opponent was aggressively implementing a very controversial feature, they knew they technically weren't implementing it themselves, so they used that to their advantage. However, just because Sony says you'll be able to play used games, doesn't mean that publishers will agree, especially when Sony came right out and said it will be up to the publishers to decide.
I gave you another perfect example of this earlier. Sony also said you will not need the internet whatsoever to play games. That's another case of "unless the publisher requires it." The Crew, for example, is already an online required game, that does not only need to be connected to the internet, but will absolutely not function unless you are connected.
