No. Until recently, it was RARE when a team outside the Top 10 during the season won the championship.
Since the 64 team era (85) the following years have had "fluke" champions:
85 - 8 - Villanova ("Perfect Game")
88 - 6 - Kansas ("Danny And The Miracles")
89 - 3 - Michigan (The Coach was actually fired before the tourny and Fischer was an interim head coach)
97 - 4 (Arizona/Simon stops Kentucky from repeating)
03 - 3 (Carmello Anthony goes on tear)
06 - 3 (Florida's fluke run that led to an extra title they defended in 07)
11 - 3 (Kemba Walker goes on tear for fluke title)
14 - 7 (UConn fluke title #2)
4 times in 30 years the champion has been outside a Top 3 seed and only 8 times has it come outside a 1 or 2 seed. All 8 champions weren't even close to being the best team that given season and all were considered "Flukes". Half of the "Fluke" Champions have come in the last 12 seasons. Compare that with the 1990s when only 1 "fluke" Champion occurred.
