I don't think they have said. It's possible the extra $10 will be to cover "extra development costs" or simply be bracing people for it to be the standard on next-gen for some titles. (Not a fan either way.)

Tomorrow (2/3) they will be announcing the Collector's Edition. I wonder if the console versions will have a $10 difference or more with it.
