One of the biggest PITA in this game is probably creating this problem. Happens anytime you want to do and event/quest, go back to someone after event, etc. You have to make sure that you have this particular event selected in the LOG of things to do. Make sure the Space Anomaly quest is selected and sometimes it takes a few seconds to kick in.
I already had the anomaly selected as the active mission, so that shouldn't have been an issue.
