Vegas and 4 are pretty much tied for me. Vegas had the best story (thanks Obsidian) and I will take the old conversation system any day. They did have more RPG elements but some of it was a bit of a PITA, like all the different qualities of bullets and having to repair guns. Melee weapons are one thing but repairing guns is something I will not miss. Fallout 4 was built for the masses, like Skyrim but I like the little improvements to the series, especially the new crafting and building. Fallout 3 would have been excellent if not for the ending and navigating the subway system got tedious pretty quick.
The best parts of New Vegas and 3 for me was the DLC. Except for the Mothership Zeta, which was absolute rubbish.
