With those worst case records, Arizona wins the NFC West, Green Bay or Detroit wins the NFC North, it doesn't matter who wins the NFC South because they all suck, Dallas or Philadelphia wins the NFC East.
Assuming Green Bay and Dallas win their divisions, the playoffs will look like this:

#3 Seed - Dallas (8-8 (NFC East Champ)
