They didn't break any rules at all. In fact, they did something that the Bears, Tampa Bay, as well as several other teams did the same way just not as much as the Redskins and Cowboys did. In fact, the CBA was ratified to make it a rule WAY after the fact (including after Goodell handed down his punishment for something that wasn't a rule yet).

The facts are this: Under the old CBA rules (which were in effect during the uncapped year) no rules, at all, were broken by any team by doing what they did, yet, the Redskins and the Cowboys were the only teams that were punished for doing it. Funny how that works eh?
