They probably have some language in said ban that they are...unless the reasons you just described. So normal sized people can't be put into one...but big guys that 4-5 cops can't handle (although they took him down like a ton a bricks rather easily)...1 with the chokehold, the others doing I don't know what except the ole' sitting/pushing down on the side of a person pinned to the ground...head..those chokeholds aren't banned.

Guy saying he can't breathe disregards that banned chokehold as well because he's big.
