Because the jerseys are a texture layer on a player model, "simple" is not really accurate. They've created some tech in the last few years (see: the tech that allowed them to put in bowl endzones) that would make it easier, but still not "simple", depending on how the textures are currently rendered. It is a fairly logical follow-up to getting the numbers on the helmets in NCAA 11, but I wouldn't be surprised to see it take a while longer to get bowl patches. It's a fairly significant investment for a limited importance.
