No, it was more like the House is still butthurt about Obamacare being passed years ago, so even though it officially started and went into action, they still insist on holding the entire government hostage trying to get it defunded, postponed for a year (so they can weaken it and then kill it) or just straight up kill it. Instead of working on a budget, they insist on dragging Obamacare into it every single step of the way.
