Depending on how many are in the league, I say that we make the cap for starting out 72 OVR and then go with the following:

Year 2: Can't Move
Year 3: 75 OVR Cap
Year 4: 78 OVR Cap
Year 5+: 80 OVR Cap

Those are team overalls so it would be both, but I think we're doing HC's because I think the coverage bug is still in.
