It's safe to say I'm going to wait until the 2nd patch to start my official Michigan dynasty.

I'm going to assume it will affect current dynasties and restarts won't be necessary. EA patches almost always work that way. The only exception I remember was a bug in a Madden game a couple years ago that was directly related to franchise. To fix that problem you had to restart a franchise.
After re-reading the blog a couple times, it appears that the progression and dynasty fixes are going to be in the tuner set. Based on NHL 10 experience, dynasty should absolutely not need to be restarted if that's the case. At first I thought they were in the patch, where it would be a question.

Now, that said, if the tuning somehow changes the actual base recruits, rather than just their progression, those currently in dynasty probably wouldn't see the changes until the following season.
However, I would suspect the change is to progression, not the base.

I'm going to guess it's some of both. Especially where specialists are concerned.
We'll see. Hopefully we find out sooner rather than later, 'cause I really don't want to waste a week on a pointless Dynasty.
