Honestly, I'd rather see him beat down. Knock every one of those fucking teeth out. In fact, I hope an Italian supporter takes a tire iron to his chops.
I'm sure he will be suspended for the remainder of the World Cup. That, however, isn't enough. I'd like to see him banned, permanently, from all FIFA competitions.
FIFA rarely gets involved at the club level (though they have let Barcelona off the hook on the transfer ban). Most sanctions against clubs are handled domestically (ie The FA) or by the respective confederations (ie UEFA).
For example, Suarez' 10-match ban was handed out by the English FA (the EPL is part of their jurisdiction) and the Financial Fair Play sanctions against Manchester City came from UEFA (FFP is a Europe/UEFA-specific regulation).
The easiest way to explain it is like this:
If it affects global competitions (ie World Cup, Club World Cup, Confederations Cup etc) it will be handled by FIFA.
If it's on the continental level (ie Champions League, Europa League, Euro etc) it will be handled by the Confederation (UEFA, CONMEBOL, CONCACAF, AFC, OFC, CAF).
If it is domestic (MLS, EPL, FA Cup), it is handled by that nation's governing body (ie The FA).
There are some things that fall outside of the norm such as the examples from the last post. FIFA governs transfer policy globally, which is why they are/were handling the Barcelona deal and it wasn't handled in Spain or by UEFA. It's rules that virtually every club must follow worldwide.
In the case of FFP, that is a rule that UEFA put in to govern/control spending among the clubs in their jurisdiction (Europe).
Therefore, if a player is suspended by the English FA, he can't play in their competitions (EPL, FA Cup, Capital One Cup) during the suspension. He is eligible, however, to play in the UCL or Europa League. The FA doesn't have the authority to prevent that, UEFA does. He could also play in, for example, the World Cup because only FIFA has the right to suspend him there.

Yeah, I saw that comment from the coach. One reporter "has it out for his player and nothing more" and the media as a whole apparently has some agenda against his team and players. The coach is as much of a fucking douche as Saurez is.

Well, I know one thing for sure, if they don't ban his ass for the rest of this World Cup, I will have absolutely no problem whatsoever rooting against Uruguay every single match they remain in the tournament from here on out.
