It actually opens that page in the browser. Two ways on android. 1) tap the post like you want to quote it, then hit the three dots and choose open in browser or 2) press then options button on then phone and choose more and select web view.Quote:

The latest update to Tapatalk is for GIFs to start working, but they weren't, so testing it out to see if it is only on newly posted gifs....
