Not necessarily. The lawsuits still have to be settled in court.
It may be pointless red tape to you, but it's still an official thing that has to be taken care of before there can officially be a deal. A new CBA will not officially exist and be in effect until all the court cases are settled. This include the lawsuits by the Players Association, by the retired players and the individuals in the Brady vs. NFL antitrust case.
Plus, the owners still have to ratify the new CBA, which won't happen until Thursday at the earliest.
Plus, in reference to your original post, it's not a strike. It's a lockout. HUGE difference.
