Accelerators ?

I was wondering, I'm playing in an online dynasty and I have time accelerators turned ON. When I go into recruiting and try and get the "scout report" it's grayed out. When I click on "A" on it, it tells me that accelerators are disabled for this dynasty.

I'm the commissioner of the league, how do I enable them?

I haven't messed with them, but I think that you have to buy them from PSN/XBL Marketplace. Turning them ON when creating an OD only allows those who have purchased it to use them I think.
