Called EA today and open a case for the commissioner has change rules glitch.

Joker - Are you saving the OD file when you load it? MWit posted in a previous week thread that he believes that NOT saving will correct/help the issue.

With the holiday weekend slowing play, we will advance Tuesday evening. Please play before you purchase/start playing Watch Dogs. ;)

Yes I never save the OD files.

Joker, just double check and make sure that you didn't accidentally save at any point. Once I deleted the file that I had been saving and always hit no, I never had that problem again. The other guys in my OD alerted me that having the file saved on my PS3 was causing the issue and it never recurred after.
