I can't get into the OD, it attempts to download message board updates then fails stating its unavailable.

You have to let it try to connect to message board for a while. Then hit O to back out. The OD screen should be blank with the banner at the top. Hit R2 to refresh, then it will try to download updates again. Let it sit there until it says it's unavailable. Then you might have to hit try again later. It will then bring up the banner again, but the regular OD options will be there. Had this happen to me last week. Just make sure you advance as soon as the OD menu comes up. If you go into something else and come back out, you might have to wait again.
