Are all users able to edit rosters or just the commissioner?

Are all users able to edit rosters or just the commissioner?

All users can edit names, equipment, appearance, etc. but only the commissioner can edit player ratings. I'm not certain on height/weight but I believe that also applies to only the commissioner.
