Can a non commish user of an online dynasty change their playbook? If so, how?

If not can a commish change playbooks for coaches in their league? If so how?

Yes, you can change your playbook at anytime in the dynasty (online or offline). It's in the Coach Philosophies section.

The next question would be how does changing your playbook effect your formation subs? I assume all of the subs get reset, or is it smart enough to keep any subs for formations that are shared between the old and new playbook?
