Upgrade Stadium always locked?

Hey so I'm playing as the Bills and I keep trying to go in and upgrade different parts of my stadium but the option is always locked. It will let me renovate which will bring my "Level 1" part of the stadium up to a 99 rating but I want to bump those areas up to Level 2. What gives?

You cannot upgrade if your stadium is too old. Your only choice is to renovate or rebuild. Only newer stadiums can be upgraded.
